Next time it happens look in Task Manager to see what is running. Is that 'something' something specific? Or does this happen with anything you are trying to install or uninstall? No nothing specific, I just tried to uninstall a couple different programs that I don't use and I got the same error for all of them. Is there something I should be looking for in the task manager?

MSIs are installed by the Windows Installer service. This service is only able to install one MSI at a time.

If Windows Installer is busy with another MSI at the time, the Visual Studio Installer is given a 1618 result, telling us to wait. We wait up to 20 minutes with periodic retries. After this time, we timeout. The common reason for Windows Installer to be busy for this long is usually because a user's machine is busy with a Windows Update is in progress. In our next release, we have added the ability for the setup engine to prompt users when the timeout has run out and ask what to do next (retry again or continue). For now, the suggestion to you is to reboot your machine, ensure updates are completed, and then retry repair the install.
